This position is open to any interested Law Enforcement Member who has been an active participant in their home program for a minimum of 3 years prior to the year they run for election. Special Olympics Program Representatives are not eligible for election to a Law Enforcement At-Large position on the Executive Council.

The primary roles of an elected Special Olympics at-large member of Council include serve on committees, working groups and similar bodies as requested and directed by the Council Chair; in the case of CEO at-large representatives, act as a point of contact and information sharing between the Council and Special Olympics CEO representative bodies; and provide Council with relevant advice on various issues arising during Council discussions based on their experience.

The Special Olympics Athlete Appointee takes part in all Council meetings and is invited to participate in committee work, including the Council Athlete Awards committee. They play a significant public role during the LETR International Conference. Their views are often sought during Council discussions, and they are seen as a sounding board for the views of athletes during Council deliberations.
